The European Union Advisory Mission Ukraine (EUAM Ukraine) was deployed under the EUs Common Security and Defence Policy. Being an immediate EU neighbour, Ukraine is a key player within the Eastern Partnership and a specific dimension of the European Neighbourhood Policy. The European Union Advisory Mission (EUAM), which was invited by the Ukrainian authorities, is one of the actions carried out by the EU in response to the crisis in Ukraine. The Status of Mission Agreement (SoMA) entered into force on 8 March 2015.

EUAM Ukraine is unarmed, non-executive civilian mission with an initial mandate of two years. EUAM was deployed in Ukraine by the decision of the EU Council from 22 July 2014 and officially declared its full operational capability on 1 July 2015. EUAM aims to strengthen and support the reform of the civilian security sector in Ukraine and thus contributes to the planning and implementation of those reforms. This will result in sustainable Ukrainian security services delivering the rule of law and law enforcement, enhancing their legitimacy in all areas and communities of Ukraine and thus in increasing public confidence and trust, in full respect for Human Rights.

EUAM advises, mentors and supports the relevant Ukrainian civilian security sector bodies in the conceptual planning and in the implementation of effective and sustainable reforms of the law-enforcement agencies (Police, Border Guards, Penitentiary and Security Service) and Rule of Law institutions (Judiciary and Public Prosecution), also in the light of cross-cutting good governance aspects (anti-corruption, human rights, public administration reform and strategic communication).
